I love the site builder as it is sooo easy to setup so new users would love to have the newer person of Phpbb.

Phpbb can be installed using fantastico deluxe in cpanel in the software/services area. It most likely wont be added or updated to the current version until it reaches the full/stable stage. Once this happens it also takes the fantastico site a few days to update their system. After this happens it then becomes available to end cpanel users.
It kind of looks like it has reached stable release, but I can't tell for sure I don't see any dates or related on their site only download and currently Olympus. If this is a stable release I'd expect it in fantastico shortly. However if it's not a stable release it probably wont happen until then.
If it's not available in fantastico, you can do it yourself fairly easy, but if you've never really done this, it can indeed be a little confusing.
Otherwise my guess is if it has gone stable release then it shouldn't be too much longer until it's available in fantastico. Wait it out a little longer.
Perhaps the kind cirtex employees could provide confirmation and more input for you here also.

It is out of our hands in terms of when phpbb3 will be implemented in Fantastico, but our cPanel is set to auto-update Fantastico weekly so once they release it you will see it in your update :)

You can always use the phpBB auto installer package.
Just download from: http://www.phpbb.com
Then unzip the files and upload them to the folder for your forum (ex: www.domain.com/forum) and point your browser to: www.domain.com/forum/install/index.php and follow the simple directions. (Replace domain.com with your domain)
